Norman Mullin

Norman was raised the son of a water well driller from Turkey, Texas. This invaluable experience equipped him for hard work and problem solving. After graduating from Texas Tech University in 1982 with a degree in Agricultural Engineering, Norman spent time in the energy industry as a service company field engineer and as drilling and completion engineer. However, agriculture was his passion and in 1993 he co-founded Enviro-Ag Engineering, Inc. as one of the few agricultural engineering firms working for the private sector.

Norman and his firm have been involved in the development of numerous large-scale concentrated animal feeding operations including beef, dairy, swine, and poultry throughout the U.S. These projects included site selection, permitting, construction surveying, facilities design, nutrient management, and on-going regulatory compliance. Additionally, Norman has taken Enviro-Ag Engineering into new areas including groundwater availability evaluation as it relates to crop selection and nutrient management and sustainability.

Norman saw the need for this expertise in the dairy industry located in central Texas (within the nutrient and bacteria-impaired Bosque River watershed) to open an office in Stephenville, Texas in 2001 to better serve the industry in this high-profile watershed. That office is responsible for over 120 clients in the central, south, and east Texas areas. In 2015, Enviro-Ag acquired an existing consulting firm in Clovis, New Mexico and moved that office to Artesia where it currently serves approximately 85 clients.

Today, Enviro-Ag Engineering, Inc. has a staff of 20 degreed professionals specializing in engineering, agronomy, permitting, animal science, and environmental science. Enviro-Ag Engineering provides clients with a broad range of consulting services to include CAFO design, nutrient management, environmental and regulatory assessments, site selection, permitting, construction surveying, and regulatory compliance in over 25 states.

Norman brings 30 years of environmental consulting experience to the firm. He has performed over 300 Phase I Environmental Site Assessments (ESA) for clients including prospective property owners, current property owners and for financial institutions. Of notable Phase I and Phase II ESAs Norman has performed were historic ranches including the Waggoner Ranch in north Texas comprising 511,000 acres under one fence, the 6666 Ranches comprising 256,000 acres, the Matador Cattle Company Ranches comprising 253,000 acres, Swenson Flat Top Ranch comprising 43,000 acres, and the Turkey Track Ranch comprising 80,000 acres.

To enhance regulatory compliance documentation, Norman developed CafoPro®, a cloud-based, online regulatory compliance program. In addition to State and Federal record keeping requirements, CafoPro® has expanded its capabilities to include documenting real-time nutrient application, regulatory recordkeeping items, sustainability matrices and air emission calculations. CafoPro® can communicate with existing animal management software programs such as the VAS DairyComp 305® platform and integrate with on-site weather stations to automatically record weather data.
