Dr. Liu delivers science-based education and outreach activities to producers and communities across Texas and beyond. He leads multiple research projects funded by USDA (NRCS, NIFA, and APHIS), FFAR, and other federal, state, and private funding agencies, and also holds leadership roles at the state and national levels. Dr. Liu leads Extension education and research programs with state-wide scope, focusing on the challenges facing animal facilities in the state of Texas. She earned her B.S. in Agricultural Engineering from Texas A&M University, College Station, in December 1993. Prior to her service for NRCS, she worked at Texas Commission on Environmental Quality as a floodplain management specialist, water quality and air quality permitting specialist for agricultural permits, including CAFOs. During her time at TCEQ, she assisted with the revisions to the CAFO rules. In her current position, she provides state-wide support to NRCS’ zone and field offices on matters concerning animal feeding operations, air quality, and more. She is responsible for maintaining the Conservation Practice Standards for Texas related to the environmental engineering field. In this position, he is responsible for coordinating enforcement/compliance activities specifically related to concentrated animal feeding operations (CAFO). After earning his Ph.D. degree in soil science from the University of California at Davis in 1977, Dr. Senkayi joined Texas A&M University in College Station, Texas, as a research scientist. For 10 years, he taught and investigated environmental problems associated with surface mining of lignite and reclamation of surface-mined lands. His research findings were published in scientific journals, including Clays and Clay Minerals and the Soil Science Society of America Journal. Following his academic research and teaching career at Texas A&M University, Dr. Senkayi decided to pursue environmental consulting. For 10 years, he worked for several environmental consulting companies, including Ebasco Environmental Services and PRC Environmental Services (PRC-EMI). While working for PRC-EMI, Dr. Senkayi provided technical support to EPA Region 6 on issues related to the implementation and enforcement of the Resource Conservation and Recovery Act (RCRA) After his environmental consulting career ended in 1996, Dr. Senkayi joined the state agency (the Texas Railroad Commission) that regulates lignite surface mining activities in the State of Texas. His responsibilities included developing technical guidance and policies for regulating surface mining activities in the State of Texas. In 1997, Dr. Senkayi left the Texas Railroad Commission and joined EPA Region 6 as an environmental scientist. Dr. Senkayi’s academic qualifications include a Bachelor of Science and Master of Science degrees from Makerere University in Kampala, Uganda, and a Ph.D. degree from the University of California at Davis. John graduated from Texas A&M University with a Bachelor of Science degree in Bio-Environmental Sciences in 1995 and a Master of Agriculture degree in Agronomy in 1998. John began his professional career at the Texas Natural Resources Conservation Commission (now Texas Commission on Environmental Quality-TCEQ) in 1998 as a permit coordinator on the agency’s Agriculture Team where he facilitated authorizations for concentrated animal feeding operations (CAFOs). John was actively involved in the mass-transition of most Texas CAFOs from individual permits to general permits under the Texas Pollutant Discharge Elimination System (TPDES). In 2000, John moved from TCEQ to TSSWCB where he was instrumental in the development and implementation of the nonpoint source agricultural components of numerous Total Maximum Daily Loads, Watershed Protection Plans, Use Attainability Analyses, and other Clean Water Act, Section 319(h) grants. John also helped implement statutory requirements associated with the poultry industry and the agency’s Water Quality Management Plan Program, and developed and implemented a grant program for the local sponsors (owners) of flood control dams constructed by the USDA-Natural Resources Conservation Service (NRCS) through the federal Small Watershed Program. In his current role, John is responsible for all aspects of program and general agency policy, and leads the way on governmental and legislative coordination. John coordinates agency policy across all programs that impact animal agriculture and nonpoint source pollution. John focuses on implementing legislative directives, new programs, and is instrumental in legislative appropriations requests and general agency oversight reviews. John also serves as the agency’s Sunset Advisory Commission Liaison and Public Information Coordinator, and serves as the TSSWCB’s designated member of the Texas Prescribed Burning Board. He retired from West Texas A&M University after a career with the TAMU System that spanned 38 years including a research appointment with the Texas Engineering Experiment Station, and teaching at three System universities. During his time at WTAMU he had an adjunct appointment with the Department of Biological and Agricultural Engineer at Texas A&M University. His collaborators at BAEN included Drs. Brent Auvermann, Ken Casey, and John Sweeten. Dr. DeOtte’s research has run the gamut from measuring fluid flow fields in orifice meters, turbomachinery, and aerosol collection devices; groundwater availability; protocols for evaluating aerosol samplers to detect threat agents; and most recently livestock mortality issues. In 2010 Drs. DeOtte, Auvermann, and Casey received an NSF Major Research Instrumentation grant directed at air quality research. Dr. DeOtte coupled the particle imaging velocimeter (PIV) and associated instrumentation with his dispersion wind tunnel while Drs. Casey and Auvermann use meteorological towers and instrumentation for field measurements in feedyards and dairies. Drs. Casey and DeOtte have collaborated on several water conservation projects funded by the USDA ARS Ogallala Aquifer Project. They have endeavored to measure biologic activity in retention pond waters at feedyards and work with a new faculty member at West Texas A&M University, to attempt to remove nutrients from the runoff at feed yards. Dr. DeOtte has had significant experience working with the livestock industries on developing responses to highly contagious diseases of beef cattle, dairy cattle, and swine. His work has been funded from the Department of Homeland Security and USDA Animal and Plant Health Inspection Service cooperative agreements and grants. He and his students have inventoried all the feedyards and landfills in the five state area of Texas, New Mexico, Colorado, Kansas, and Oklahoma. As a result of that study, planners now know that there is not sufficient rendering and landfill capacity to dispose of all the carcasses that would be generated if the United States responded to a foot-and-mouth disease outbreak by trying to euthanize all the infected and exposed animals. As a consequence USDA is revising their response strategies.
